What lies behind the claims of dumbed down exams?

The exams regulator, Ofqual, has inherited a programme of exam standards reviews that were introduced in 1997 with the support of both the outgoing Conservative and incoming Labour governments. Yesterday, they produced a veritable collection of these reports that were duly spun to a grateful media as confirmation of a concerted dumbing down drive over the last decade.

I decided to look more closely at what Ofqual actually said. And what it does say poses rather more interesting questions than the critics would care to ask.

  • There has been a move away from essays towards multiple choice questions on some papers. In other words, a move away from analysis towards testing knowledge of facts. Now, in many ways, I happen to agree that this is a retrograde step. But isn't the tenor of what the Government has been saying that we need more facts and fewer skills. Won't the result be that we move towards more multiple choice questions like this and fewer 'more demanding' essay style questions? 
  • A big complaint of the dumbing down brigade on science was directed at an effort to make the subject more relevant and interesting at GCSE through 'How Science Works'. Fascinatingly, Ofqual tells us that in GCSE Biology "this change did not affect the demand of the qualification overall." and in Chemistry it even made it more demanding. (Earlier reports on physics and on general science had been very critical in 2009)
  • In GCSE maths, the big change that made a difference was moving from a three-tier to a two-tier qualification, set at intermediate and higher levels. But the problem with tiered papers is that teachers can under-estimate a student's ability and enter them at a tier where they cannot excel. Tiering can be an enemy of aspiration, in other words. The problem when the tiers are removed is that the exam boards reduce demand. There must be a better way to do this that measures true attainment without capping aspiration. That has always been the policy goal.
  • In several courses, OCR seems to have been more demanding than AQA, once again showing the perverse effects of having competing examination boards for the same subjects.
  • Reviewers judged A2 Geography to be less demanding because of the removal of the coursework element. Coursework - typically a 4,000-word investigation - was an effective way to assess skills by, for example undertaking and reporting on investigative fieldwork
So, let's be clear of the implications:
  • First, coursework has been removed or reduced because of concerns over cheating, and the extent to which it can be manipulated by parents or helped by teachers. It is often set now under supervised classroom conditions. But it is not a synoptic assessment in a high stakes exam setting. So, a way must be found to allow for such investigations in ways that avoid cheating.
  • Second, competition between exam boards, far from promoting 'innovation' seems to provide schools with easier options. Ofqual has set its face against moving towards a national exam board for A levels and GCSEs. But shouldn't it think again?
  • Third, we clearly need fewer multiple choice questions and more essay-style questions. That does mean more markers and more expensive exams. It also means more time devoted to learning the skills of essay writing and research. All to the good. But it needs a Secretary of State who is clear that he sees this as being as important as acquiring facts.
  • Fourth, there is not necessarily a tension between making science more relevant and maintaining standards (provided it isn't accompanied by lots more multiple choice questions).
  • Fifth, the system of reviewing standards over time seems to work. And it has existed now for 15 years.

It's always helpful to have a little context.

The danger of dumbing down GCSE statistics

Damian Hinds, a Conservative MP, tells us this morning that a set of figures he has compiled from Parliamentary Questions 'show categorically how, over 13 years, the last Labour Government undermined the lifechances of a generation by steering them away from the subjects that employers value most.' Having been a part of that Government's education policy for six of those 13 years, I must have missed the deliberate steering.

It is true that - in line with the approach generally advocated by the Conservative front bench towards the National Curriculum - Estelle Morris removed compulsion in modern foreign languages for 14-16 year-olds, in order to focus more on 7-11 year-olds and to allow a disaffected minority to pursue vocational options. But then it is equally true that a concerted drive from 2006 by Labour ministers to encourage take-up in STEM subjects has halted a decline that began under the Conservatives in subjects like Physics and has led to big improvements in take-up of science and Maths subjects at A-level and GCSE for five years. It is also the case that when it became clear that there was some 'gaming' going on as a result of GCSE equivalences - equivalences that had been recommended by independent advisers for courses that at the time had little take-up - the Labour government shifted the main GCSE measure from 'any GCSEs and equivalents' to one that includes English and Maths.

That remains the main measure by which the Government judges schools; and under it, the number of schools with fewer than 30pc of pupils gaining five good GCSEs including English and Maths fell from 1600 to fewer than 100 last year. Michael Gove has raised the benchmark in response. And the proportion of pupils gaining five good GCSEs (or equivalents) including GCSE English and Maths rose from a 35% in 1997 to 54% in 2010. Indeed even if one focuses just on GCSEs and excludes all equivalent qualifications, the proportion is 49.5%, still a substantial and real improvement.

So, it is simply nonsense to suggest that Labour was engaged in some elaborate dumbing down exercise. Indeed the Labour government maintained and strengthened the Standards over Time work started by the previous Conservative government. Labour's main interest was in seeing far more schools and pupils reaching a benchmark that is accepted by Damian Hinds' colleagues as valid; in that it succeeded so well that the floor targets have been kept by the coalition.

But it is also the case that academic qualifications will not be the answer for everyone: we need more technical and applied options of real value, something Labour tried to achieve with the Diplomas, and succeeded in some like Engineering (according to Tory adviser Sir James Dyson) and IT. And the current Government really does need to decide where it stands on pre-16 vocational qualifications: Alison Wolf thinks they're generally a mistake if they take up more than 20% of curriculum time; Ken Baker wants more technical education from 14 with his excellent university technical colleges initiative. The truth is that the academic core of the EBacc will not be right for every student, which is why Labour focused on English and Maths, and saw substantial improvements in both, especially in the poorest schools. Rather than trading silly insults, perhaps  Mr Hinds, whose Conservative-led education select committee recently damned the EBacc, could assist in resolving the split in his own ranks that really does matter to young people's futures.

Who's to blame for A-level science success?

The Telegraph website reports two interesting subject stories from today's A-level results. The first is a further dip in French and German entries (somewhat offset by an economically rational decision to opt for Spanish instead) which the Telegraph blames on Labour's decision to scrap compulsory post-14 languages. There is then a report on the (further) surge in advanced Maths and Physics entrants which is largely due to a very successful Labour government initiative to improve take up in the so-called STEM subjects, driven through universities and specialist science colleges. This drive has also increased science and maths entries at GCSE and to universities. Funnily, the Telegraph has forgotten to mention the Labour government's role in this story, claiming this is entirely a result of the recession even though a 20 year-decline in physics actually started to reverse before the recession.

Are specialist science colleges boosting physics?

Professor Alan Smithers has produced an odd piece of research designed to show that specialist schools are useless; and if they are any good, it's only because they get more dosh and posher kids. The basis for this claim is a study of science colleges and other schools and the status of physics within them. According to Prof Smithers, a greater proportion of students who take physics get A grades in language colleges than science colleges, therefore the whole thing is a sham.

Yet in his report, Prof Smithers tells us that science colleges are five times more likely to offer physics at GCSE than other schools. They are even more likely than grammar schools to do so. And he says that the best predictor of whether students do physics at A level is their GCSE results. Separate data shows that the number of physics and chemistry entries at GCSE and A level has been growing nationally, partly as a result of this trend. So science colleges are boosting physics, even if they don't get quite so many A grades.

So, if a larger group of students across science colleges has the chance to take the subject at GCSE, whereas many cannot take it in other schools, is it not possible that the science colleges are making a rather greater contribution to the subject than a long-term opponent of specialist schools is prepared to allow for? I only ask because the researchers apparently didn't think to do so.

English pupils in the top ten in Maths

News that English 10 and 14 year-olds are doing better in Maths and remain in the global top ten for Science will come as a bitter disappointment to those who would want us to believe that educational standards have dived compared with other countries as a result of Labour's educational reforms.

Today's TIMMS survey shows that

* No European country outperformed England in any of the four assessments [in Maths or Science] nor did the United States, or countries often perceived as high performers such as
Australia, Sweden and New Zealand.
• England’s performance over time has continued to improve in mathematics at age ten and, for the first time in the study, performance in mathematics at age 14 also significantly improved. For science, the previous high performance was maintained in both age groups.
• Although 14-year-olds’ enjoyment of mathematics had fallen since 1999 in England, there was a significant rise in the percentage of 14-year-olds valuing mathematics highly, i.e. recognising that it can be useful to them.
• Compared with the international average, headteachers and mathematics and science teachers in England are more likely to say that their schools (at both age ranges) are well-resourced.
• England’s science pupils at age 14 are more likely to spend their lesson time doing practical science activities than many of their international counterparts.

As John Dunford says, the results are a tribute to the teachers and students. But let's not forget too that this is the generation of 14 year-olds who were educated through Labour's numeracy strategy from the start of primary school.

A witchhunt at the Royal Society?

The forced resignation of Professor Michael Reiss from his education post at the Royal Society suggests he is a victim of an unpleasant witchhunt. Prof Robert Winston is right to say that
"I fear that in this action the Royal Society may have only diminished itself. "This is not a good day for the reputation of science or scientists. This individual was arguing that we should engage with and address public misconceptions about science - something that the Royal Society should applaud."

Prof Reiss was misquoted by mischievous newspapers, after his unexceptional suggestion that teachers should not shy away from addressing questions about creationism if raised. "They should take the time to explain how science works and why creationism has no scientific basis," he said. He was neither advocating creationism nor its teaching as part of the curriculum. Given that the best teachers engage with youngsters when they ask questions, and don't shy away from such interaction, his answer was surely right. Even the Society's own policy seems to advocate something similar.

In its actions and censorship of Reiss, the Royal Society has reduced itself to the level of the small-minded small town American school board that seeks to ban Darwin from the local schoolhouse. As Dr Roland Jackson, chief executive of the British Association for the Advancement of Science, said, the organisation "should have supported him and used this opportunity to further a reasoned debate".

Time to celebrate as A level Science take up improving

The annual A-level day is a time of joy for many of the candidates, but a moment for inevitable disillusion among media commentators. Yet whatever the reasons for the rise in A level passes - and, frankly, the idea that students are entered for A levels who are incapable of getting at least an E in the subject has always seemed absurd to me - or in A grades, where there may be more reasonable questions about grade inflation, there is one heartening and incontrovertible fact that emerges: science is on the rise again.

We regularly hear the likes of Richard Sykes, the Imperial vice-chancellor who nearly destroyed the chances of variable fees with his hyperbolic expectations in 2002, bemoaning the apparent constant decline of chemistry and physics. Yet, today's figures show that entries in both subjects are up significantly on last year, and this is the second year this has happened; chemistry has been strengthening for several years. Maths is also significantly up. Add to that big improvements in the number of university science and engineering undergraduates, and you have real evidence that the decline of science is being reversed. Given the considerable effort to improve take-up in the so-called STEM subjects, this must surely be a matter for celebration.

I'm sure this heartening news will dominate the media coverage over the coming days, won't it?

Can you compare the level of difficulty in a Physics and English exam paper?

My old friends at the University of Durham have just completed their latest assignment on behalf of the Institute of Physics, Royal Society and other members of the 'Score' lobby group. Funnily enough, it concludes that it is much harder to get an A in the sciences than drama, sociology or media studies, and a bit harder than English, RE or business studies, while history is tougher than film studies. They suggest that extra credit should be attached to tougher subjects. Now, Ofqual, which has recovered from its rubbishing of the quality of marking, has decided to take a closer look too.

But I wonder whether all this is not beside the point. As one who enjoyed history and economics more than physics or chemistry, I always found the latter subjects harder. But their questions are also usually less subjective. It is harder to measure - and agree on - what makes a good essay than whether a formula is correctly applied. This is not to say that Ofqual shouldn't try. However, if the Durham team and their sponsors are really more concerned about incentivising students to study the subjects, and government wants more people studying those subjects, wouldn't it simply make more sense to award extra credit to good grades in physics and chemistry on those grounds, rather than trying to prove their innate superiority?
